PROFILE
A career of nearly four decades in the service of the Government of Kerala, spanning legislative drafting, legal opinion, general administration and organisational analysis, and continuing today in an advisory capacity across statutory, academic and institutional bodies.
The thread running through that career has been the drafting pen. Whether framing an Intellectual Property Rights Policy for a State that had none, preparing a Citizen’s Charter, or drafting a Bill to end practices that the law had long left unaddressed, the work has consistently been that of giving precise legal form to public purpose.
Alongside public office stands a second body of work: Rise & Inspire, a daily writing practice sustained without a break for more than 1,100 consecutive days, reaching a readership of some 1,600 subscribers across the world.
CURRENT ENGAGEMENTS
Consultant and Drafting Expert — Expert Committee for Recommending Legislative Measures for Preventing Black Magic, Sorcery and Inhuman Evil Practices in Kerala, constituted by the Government of Kerala. Responsible for the drafting of the Kerala Prevention of Black Magic, Sorcery and Inhuman Evil Practices Bill, 2026, the Notes on Clauses, and the Committee’s Final Report.

The Kerala Intellectual Property Rights Policy, 2008.A substantial role in the preparation and release of the Policy — Kerala remaining the only State in the country to have issued one.
The Traditional Knowledge Digital Library – Kerala project at the Directorate of Ayurvedic Medical Education, coordinated as a member of the Patent Cell and the Technical Committee.
e-Governance in the Law Department. Implementation, in technical association with TCS and Kelton, of Law Library Automation, the Law Portal, the Modernisation of the Law Department, the Court Cases Monitoring Solution for Law Officers, and the Digitisation of Rare Law Books.
The Citizen’s Charter for the Law Department, prepared independently.
The Smart City project, assisting the Government of Kerala in resolving issues of implementation at a critical juncture.
Legal service schemes under the Kerala Legal Benefit Fund, including the supply of litigant benches to every Court Centre in Kerala.
RECOGNITION
Kerala State e-Governance Award, 2008, instituted by the Government of Kerala, in recognition of inspirational role and leadership.
Nominated for the Prime Minister’s Award for Excellence in Public Administration, 2007–08.
