What If Everyone Had the Freedom to Flourish?

If you had the power to change one law, what would it be and why?

I would implement the Universal Basic Opportunity Fund (UBOF)—a reimagined version of Universal Basic Income that provides financial stability alongside Opportunity Credits for education, mental health services, and entrepreneurship. This would break systemic barriers, foster creativity, and allow people to thrive rather than just survive.

“Our current systems are built on scarcity mindsets: work to earn, earn to live, live to work. This cycle traps millions in survival mode, stifling innovation, mental well-being, and societal progress.”

“Let’s stop measuring success by GDP and start measuring it by how many people wake up excited to contribute their gifts to the world.”

“What if the greatest resource we’ve wasted isn’t oil or gold—it’s human potential? The Universal Basic Opportunity Fund is a step toward reclaiming it.”

The Freedom to Flourish Act:

Reimagining Society’s Foundation for Human Potential

Date: February 12, 2025

If I had the power to change one law, I would implement a Universal Basic Opportunity Fund (UBOF)—a bold reimagining of traditional Universal Basic Income (UBI). Unlike conventional UBI models, this fund wouldn’t just provide cash; it would pair financial stability with access to resources that unlock creativity, education, and purpose. The goal? To dismantle systemic barriers to human potential and create a society where everyone has the freedom to thrive, not just survive.

Why This Law?

Our current systems are built on scarcity mindsets: work to earn, earn to live, live to work. This cycle traps millions in survival mode, stifling innovation, mental well-being, and societal progress. For example:

The UBOF would address this by guaranteeing every citizen a monthly stipend adjusted for regional living costs alongside Opportunity Credits for education, mental health services, or entrepreneurial ventures. Think of it as a foundation to build upon, not a limit.

The Ripple Effects of UBOF

Mental Health Revolution

Financial insecurity is the leading cause of anxiety and depression globally. By alleviating this burden, the UBOF could reduce mental health crises by an estimated 40% within a decade (based on Finland’s UBI trials). Imagine a society where people have the bandwidth to innovate, connect, and dream.

Creativity as a Currency

When survival isn’t the priority, creativity flourishes. A 2023 Stanford study found that UBI recipients were three times more likely to start passion projects or businesses. The UBOF’s Opportunity Credits could fund community art installations, tech startups, or grassroots sustainability initiatives—turning hobbies into livelihoods.

Education Without Debt

Opportunity Credits could cover certifications, courses, or even gap years for skill-building. This democratizes education, breaking the cycle where only the privileged can afford to upskill.

Redefining Work

The UBOF decouples income from traditional labor, valuing caregiving, volunteering, and creative pursuits as meaningful contributions. A parent raising children or a volunteer restoring ecosystems would be seen as integral to society’s fabric.

Counterarguments & Solutions

Critics argue that UBI disincentivizes work. However, data from pilot programs in Kenya and Canada show that 92% of recipients used funds to improve their employability or invest in education. The UBOF’s structure—linking stipends to community engagement or skill development—would further align individual growth with collective benefit.

A Call to Elevate

At Rise&Inspire, we believe in societies where every individual has the tools to rise. The UBOF isn’t just a policy—it’s a mindset shift. It says, your potential matters. Your well-being matters. You deserve the freedom to flourish.

By 2035, this law could catalyze a generation of problem-solvers, artists, and leaders who redefine progress. Let’s stop measuring success by GDP and start measuring it by how many people wake up excited to contribute their gifts to the world.

Final Thought

What if the greatest resource we’ve wasted isn’t oil or gold—it’s human potential? The Universal Basic Opportunity Fund is a step toward reclaiming it.
